The History of Time Zones: From Local Noon to Standard Time
Time Zones
For almost all of recorded history there was no such thing as a time zone. Every town set its clocks by its own sun, and noon in one place was a few minutes away from noon in the next. That worked perfectly well until two inventions made it intolerable: the railway and the telegraph. Within about fifty years, between the 1840s and the 1890s, the world replaced thousands of local noons with a single grid measured from one meridian in south-east London.

When Every Town Had Its Own Noon
Local apparent solar time is the oldest way of telling the time and the most intuitive: noon is the moment the sun reaches its highest point. Because the sun crosses the sky from east to west, that moment arrives at a different instant at every longitude. The Earth turns 15 degrees an hour, or one degree every four minutes, so two towns fifteen miles apart in Britain differ by about a minute.
In practice that meant Bristol ran roughly 10 minutes behind London and Oxford about 5 minutes and 2 seconds behind. Nobody minded, because nothing moved faster than a horse and no message travelled faster than the person carrying it. Christ Church in Oxford still rings its great bell at 21:05 GMT rather than 21:00, a survival of the old local time that the university never gave up.
Sundials themselves are not quite regular either. The Earth’s orbit is elliptical and its axis is tilted, so apparent solar noon drifts against a uniform clock by up to about 16 minutes across the year — the effect known as the equation of time. Mechanical clocks, once they were accurate enough to notice, forced towns to settle on mean solar time: the average, rather than the sun itself.
Railway Time: Britain, 1840–1880
The railways broke the system. A timetable is meaningless if every station keeps a different clock, and the difference between the two ends of a British line was large enough to cause collisions as well as confusion.
- November 1840. The Great Western Railway ordered London time to be used at all its stations — the first adoption of what became known as railway time.
- 1847. The Railway Clearing House recommended Greenwich Mean Time across all British railways. Most companies had complied within a year, helped by the telegraph, which could now distribute a time signal from Greenwich faster than the Earth turned.
- 1852. The Royal Observatory began sending hourly time signals down telegraph wires, making a single national clock physically possible for the first time.
- 2 August 1880. The Statutes (Definition of Time) Act finally made Greenwich Mean Time the legal time throughout Great Britain — forty years after the railways had adopted it in practice.
The forty-year gap between practice and law produced some genuine absurdities. Public clocks in several cities were fitted with two minute hands, one for railway time and one for local time; the Corn Exchange clock in Bristol still carries its second hand today. And in 1858 a court case in Dorchester turned on the distinction: a defendant lost by default because the judge opened proceedings at local time and the party arrived at railway time, ten minutes later. The court ruled that “ten o’clock” meant local mean time, which is precisely the ambiguity Parliament removed in 1880. The Day of Two Noons: North America, 1883
North America had the same problem on a much larger scale. The continent spans about 58 degrees of longitude, and by the 1870s American railroads were operating on somewhere between 50 and 100 different local times, each company running its own. A traveller crossing the country had to reset a watch repeatedly, and connecting timetables were published in whichever time the printing company preferred.
Two men did most to fix it. Charles F. Dowd, a school principal from Saratoga Springs, proposed a system of national time zones from 1869 and published a full scheme in 1870. Sir Sandford Fleming, a Scottish-born Canadian railway engineer, arrived at the idea after missing a train in Ireland in 1876 because a printed timetable said p.m. where it meant a.m.; he went on to argue for a single worldwide system of hourly zones tied to one universal reference.
The decisive step was taken by the railroads themselves, not by any government. On Sunday 18 November 1883, the General Time Convention put four standard zones into effect across the United States and Canada: Eastern, Central, Mountain and Pacific. In cities that ran ahead of their new zone standard, clocks were held or turned back at midday, so noon happened twice — hence the Day of Two Noons. In New York the change was under four minutes; in Chicago and Toronto the adjustments were larger.
It took the United States government another thirty-five years to catch up. The Standard Time Act of 19 March 1918 gave the zones legal force and put their boundaries under the Interstate Commerce Commission — and, in the same statute, introduced daylight saving time for the first time. Washington, 1884: Choosing a Prime Meridian
A grid of hourly zones needs a line to count from, and in 1884 there was no agreement on which. Britain measured from Greenwich, France from Paris, Spain from Cádiz, the United States sometimes from Washington. Charts of the same ocean disagreed about longitude depending on who had printed them.
In October 1884 President Chester A. Arthur convened the International Meridian Conference in Washington, D.C.: 41 delegates from 25 nations. The main resolution, that the meridian through the transit instrument at the Royal Observatory in Greenwich should be the world’s prime meridian, passed by 22 votes to 1, with two abstentions. The single vote against was San Domingo; the abstentions were France and Brazil.
The argument was practical rather than sentimental. By the 1880s something like 70 per cent of the world’s shipping already used charts based on Greenwich, so choosing anything else meant reprinting them. France pressed for a “neutral” meridian and lost, then declined to adopt Greenwich for another twenty-seven years. When it finally did, in a law of 9 March 1911, the text pointedly defined French legal time as Paris Mean Time delayed by 9 minutes 21 seconds — which is Greenwich exactly, without saying so. The same conference also settled, implicitly, where the day would change. Fixing the prime meridian at Greenwich put the opposite meridian at 180 degrees, in open Pacific water — the origin of the International Date Line, which to this day rests on no treaty at all.
The Long Tail: Countries That Took Their Time
Adoption was slow and uneven, and the stragglers are more interesting than the early movers.

Liberia is the neatest bookend. Until 1972 it kept a time based directly on the longitude of Monrovia, 44 minutes and 30 seconds behind Greenwich — the last surviving example of the pre-1883 world, in which a country’s clock was an astronomical fact rather than a political choice. From Astronomy to Atoms
The final chapter changed what “time” is measured against. Greenwich Mean Time was defined by the rotation of the Earth, which turns out to be slightly irregular and very gradually slowing. Once caesium clocks arrived in the 1950s they were more stable than the planet, and in 1967 the second was formally redefined in terms of caesium radiation rather than a fraction of a day.
That created a mismatch between atomic time and solar time, resolved in 1972 with the introduction of Coordinated Universal Time: an atomic timescale kept within a second of the Earth’s rotation by inserting occasional leap seconds. Twenty-seven have been added since, the most recent at the end of 2016. In November 2022 the General Conference on Weights and Measures voted to stop adding them by 2035, which will end the last direct link between the world’s clocks and the turning of the planet. Two things are worth noticing about the whole arc. First, almost every step was driven by transport and communication rather than by science: railways, shipping charts, the telegraph, then aviation and computer networks. Second, none of it was ever fully centralised.
