Fuxin
Fuxin is a prefecture-level city located in the western part of Liaoning Province in northeastern China. With a population of approximately 1.9 million across the prefecture and around 600,000 in the urban core, Fuxin occupies a plateau landscape on the western edge of the Northeast China Plain. Once one of China's most important coal mining cities, Fuxin has become a prominent example of China's efforts to revitalize and transform resource-depleted industrial cities.
The city's development as a major urban center is primarily a 20th-century story. Coal was discovered in the Fuxin area in the early 20th century and extensively mined under Japanese occupation during World War II, when the Fuxin mine became one of the largest open-pit coal mines in Asia. Following the founding of the People's Republic of China, large-scale expansion of mining operations established Fuxin as one of the most important coal production centers in northeastern China, supplying fuel to the industrial base of the region for decades.
By the late 20th century, the coal reserves were becoming severely depleted, and Fuxin was designated by the Chinese government as one of the first "resource-exhausted cities" — a category requiring special policy attention and support for economic transformation. This designation brought significant central government investment in infrastructure, industrial diversification, and social welfare, as the city worked to overcome the challenges of deindustrialization and population decline that had accompanied the end of the coal era.
Fuxin has been transitioning its economy toward agriculture, food processing, new energy, and services. The surrounding region produces significant quantities of grains, peanuts, and sunflower seeds, and agro-processing industries have grown as alternatives to mining. Wind energy development has also gained traction given the region's favorable wind resources, with wind farms visible across the surrounding plateau.
The Fuxin area has some natural scenic attractions, including the Haizhou Open-Pit Coal Mine — one of China's largest open-pit mines — which has been repurposed into a geological park and industrial heritage tourism site, offering visitors a striking view of the enormous excavation that shaped the city's history. The Fuxin Agate, a locally produced semi-precious stone, is a cultural and commercial specialty of the area.
Fuxin is connected to Shenyang and other major northeastern cities by expressways and railway. Several colleges and vocational institutes serve the city's educational needs. Fuxin's ongoing transformation from a coal capital to a diversified economy represents a significant chapter in China's management of its post-industrial northeast — a city finding a new identity beyond the mines that once defined it.
