Jardim Angela
Jardim Ângela is a district in the far south of the city of São Paulo, Brazil, on the hilly ground that rises above the Guarapiranga reservoir. It belongs to the M'Boi Mirim region, one of the most populous parts of the municipality, and its houses climb the slopes in dense terraces of brick and concrete, many built and extended by their owners over decades. From the higher streets the reservoir spreads out below, silver in the morning haze.
More than three hundred thousand people live in the district, which would make it a substantial city in its own right. Its significance within São Paulo is twofold. It is home to a large share of the workforce that keeps the metropolis running, and it sits within the environmental protection area of the Guarapiranga, the reservoir that supplies drinking water to several million residents of greater São Paulo, which makes the balance between housing and watershed protection a matter of citywide importance.
The area was rural until the middle of the twentieth century, covered in smallholdings and eucalyptus. As São Paulo expanded, migrants arriving from the north-east of Brazil and from the interior settled on the periphery, where land was cheap and largely unregulated, and Jardim Ângela grew rapidly and informally from the 1970s onwards, often without paved roads, sewerage or schools. In 1996 a United Nations report identified the district as having one of the highest homicide rates in the world, a label that residents have spent a generation overturning.
That transformation is the district's real story. Community organisations, residents' associations, schools and the local Catholic parish, led for many years by an Irish-born priest, organised marches for peace, youth programmes, cultural centres and negotiations with the authorities. Combined with community policing, investment in lighting, schools and public space, and restrictions on late-night alcohol sales, the murder rate fell by more than ninety per cent over two decades, one of the most striking urban safety turnarounds recorded anywhere. The annual walk for peace and life, held each November, remains a major local event.
Visitors today find a lively, creative neighbourhood rather than a monument-filled one. The Casa de Cultura M'Boi Mirim and the unified education centres offer theatre, dance, libraries and cinema, and the district has produced influential rappers, poets and street artists whose work is part of the São Paulo cultural mainstream. Murals cover walls throughout the area. The Guarapiranga shoreline has parks, walking paths and fishing spots, and the Sesc unit nearby provides sport and concerts.
Everyday life includes long commutes, and the M'Boi Mirim bus corridor carries huge numbers of passengers towards the centre, with extensions of the metro network planned to shorten the journey. Local schools, technical colleges and university outreach campuses have expanded considerably.
Jardim Ângela is a place that demonstrates how community action can change a neighbourhood's destiny, and it is one of the most instructive districts in modern Brazil.
