Tseung Kwan O, also known as TKO, is a new town located in the Sai Kung District on the eastern side of the Kowloon Peninsula in Hong Kong. Built on reclaimed land in what was historically a shallow bay, the town was developed as part of Hong Kong's new towns program beginning in the 1980s to ease population pressure in the older urban areas. Today it stands as one of Hong Kong's most modern and well-planned residential communities.
With a population of over 450,000, Tseung Kwan O is one of Hong Kong's most populous new towns and a model of planned urban development. The town's residential towers, shopping facilities, and green spaces were designed together as an integrated community, resulting in one of Hong Kong's most livable neighborhoods. Its rapid growth from a small fishing bay into a major urban center over just a few decades is a testament to Hong Kong's capacity for bold urban planning.
Before development began, the area was a largely uninhabited bay used by small-scale fishermen and saltwater farmers. The decision to reclaim the bay and develop it as a new town was part of the Hong Kong government's broader strategy to manage the territory's explosive population growth.
